The refinance must provide a net tangible benefit — typically a reduction in the monthly payment or a move from an adjustable to a fixed rate. The VA funding fee for the IRRRL is typically lower than for a purchase loan. Veterans with qualifying service-connected disability ratings may be exempt. Cash-out is not permitted through the IRRRL.
